NATO Parliamentary Assembly Rose-Roth

On June 26, 2009 the 71st Rose-Roth seminar of the NATO Parliamentary Assembly called “Regional challenges in Central Asia: environment protection, economic development, construction of the Civil Society” took place in Astana, Kazakhstan. 
Parliamentarians from more than 20 NATO and partner countries, delegation from Afghanistan, Pakistan and representatives of international organizations, including CARICC, NGOs as well as well-known analysts and experts attended the sessions conducted by NATO Parliamentary Assembly together with the Senate of the Parliament of Kazakhstan. 
 The Speaker of the Senate of the Parliament of Kazakhstan, Kasym-Zhomart Tokayev mentioned in his speech that Kazakhstan recently adopted a country program on counteracting illicit drug trafficking and that this decision would support the establishment of the Central Asian Regional Information and Coordination Centre (CARICC), functioning under aegis of United Nations.

The International Day Against Drug Abuse

26th of June is the international day against drug abuse and illicit trafficking. Drug expansion is one of the global threats along with the international terrorism and extremism, being the major source of financial support for the latter. Corruption, drug abuse, HIV/AIDS, in birth pathology, decrease in birth rate and other are the direct consequence of the illicit drug trafficking. 
This day reminds the humanity about growing drug threat, which does not differentiate between race, social status and religion and it is important to counteract it together. More information about what has been done in this direction is provided by CARICC Director in his interview to the Kazakh social-political newspaper “LITER”.

Vacancy announcements

International Selection Panel decided to extend until 15 August 2009 the deadline for the application for the following posts in CARICC:
- assistant to the director;
- intelligence analysts/database administrator;
- database administrator;
- network administrator;
- secretary-interpreter (support staff);
- secretary (support staff).

Liaisons officers of the observer countries visited CARICC

On 11 June 2009 the liaisons officers of France (Mr. Jean Francois Puel), Finland (Mr. Terho Rajala) and Norway (Mr. Egil Naerum) visited CARICC. Earlier this year Finland and France have been granted observer status at CARICC.
During the visit practical aspects of cooperation and secure information exchange were addressed.

Preparatory meeting for the Operation “Poppy-2009”

Liaison Officer of Kazakhstan at CARICC Major-General Bulgakbayev and CARICC Analyst Jubanov took part in an instructive-operative meeting on organization of the preventive operation “Poppy-2009”, held in Shu town in Jambyl oblast of Kazakhstan. 
The meeting was organized by the Committee for Combating Drug Business of the Ministry of Interior. The main goal was organization of the effective cooperation between interested agencies in the field of prevention of drug related crimes, identification and eradication of illegal crops of drug cultures and also elimination of drug criminal groups. The meeting was attended by the heads of the territory divisions on combating drug business of the Ministry of Interior of Kazakhstan, representatives of the Customs Control Department in Jambyl oblast, Ministry of Interior and Drug Control Agency of Kyrgyz Republic, and also representatives of the local authorities of Jambyl oblast.

CARICC - Central Asian Regional Information and Coordination Centre for combating the illicit trafficking of narcotic drugs, psychotropic substances and their precursors, established within the Memorandum of Understanding on sub-regional drug control cooperation dated May 4 1996 (Tashkent, Uzbekistan) between the Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan and UN Office on Drugs and Crime (UNODC). 


CARICC is established under the UNODC project TD/RER/H22
