About Declaration of the Special Conference on Afghanistan

On March 27, 2009 Special Conference on Afghanistan was held in Moscow, Russia under the auspices of the Shanghai Cooperation Organization (SCO). 
The conference was attended by the heads of foreign policy departments of the SCO member states, SCO observer states - Afghanistan, Turkmenistan, Turkey, representatives of the Group of Eight members, UN Secretary General Ban Ki-Moon, CARICC Director Lt. General Sarsekov, officials of the CIS, the Collective Security Treaty Organization, the Organization for Security and Cooperation in Europe, the European Union, the North Atlantic Treaty Organization and other international organisations and unions. 
As a result of the conference a Declaration was adopted that included the statement that the participants “supported the launch of the full-fledged operation of Central Asian Regional Information and Coordination Centre (CARICC) as an important instrument in combating illicit drug trafficking”

CARICC Agreement has entered into force

Astana, 26 March according to the Kazakhstan Foreign Ministry's press service report Agreement between the Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan on establishment of the Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC) has entered into force on 22 March 2009.
According to the press service's announcement the Agreement was signed by the presidents of Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. The parliaments of Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan have ratified the Agreement.
CARICC would like to thank all who contributed and contributes to the establishment of the Centre.

Project of TACIS-INTERPOL Central Asia

On March 18, 2009 a kick off meeting on the project TACIS-INTERPOL was held in Almaty. The project worth of € 3 million, funded by the EU, started on September 22, 2008. The main goal of the project is to develop and expand INTERPOL’s secure communication system I-24/7 and also to conduct trainings on its usage in the Central Asian countries. I-24/7 is a unique system that includes exchange of operative information mechanism between law-enforcement agencies of involved member states, as well as access to INTERPOL’s secure network and databases. 
The meeting was attended by Mr. Gridchin, Assistant-Director of the INTERPOL I-24/7 Co-ordination Sub-Directorate, Mr. Zhang, Assistant-Director for Asia and South Pacific NCB Services and I-24/7 Development Directorate, Ms. Zawila, INTREPOL-TACIS Central Asian Project Manager, Mr. Madybayev, Deputy Director of CARICC, Mr. Murshudlu, UNODC Senior Coordinator of CARICC project, heads of the INTERPOL National Central Bureaus in Kazakhstan, Uzbekistan, Kyrgyzstan and Tajikistan, Liaison officers of Kazakhstan, Kyrgyzstan and Tajikistan at CARICC . The meeting was headed by Mr. Jousten, Head of the European Commission delegation to the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Tajikistan.

Visit of the UN Secretary-General’s Special Representative

On March 5, 2009 Mr. Sarsekov, CARICC Director met with Mr. Miroslav Jenca, the UN Secretary-General’s Special Representative and the Head of the UN Regional Centre for Preventive Diplomacy in Central Asia (UNRCCA) and Mr. Armands Pupols, Political Affairs Officer of the UNRCCA. Mr. Tofik Murshudlu, UNODC Senior Project Coordinator participated in the meeting. The discussion centered on drug situation assessment in the Central Asian region. 
CARICC Director briefed on the structure of CARICC, main functions, goals and current activities of the Centre as well as on the decisions of the 1st CARICC Council meeting. He thanked the guests for the support of the UNRCCA given to CARICC, in particular on the political level.

Visit of the French delegation in CARICC

On March 3, 2009 CARICC Director met with Mr. Chilovsky, Chargé d’affaires and Mr. Puel, Attaché de sécurité intérieure of the Embassy of France in Kazakhstan. Mr. Murshudlu, UNODC Sr. Project Coordinator and Ms. Bergeneva, UNODC National Project Officer participated in the meeting.  
The CARICC Director briefed on the recent developments and achievements of the Centre and on the decisions of the 1st CARICC Council meeting. 
In return Mr. Chilovsky thanked CARICC Council represented by its member Mr. Sarsekov for providing the observer status to France and expressed hope for further productive cooperation in combating illicit drug trafficking.
