CARICC – IS A STANDING INTERGOVERNMENTAL BODY TO COORDINATE EFFORTS IN THE FIGHT AGAINST TRANSNATIONAL DRUG-RELATED CRIME

INTERPOL and US DEA apply for observer status at CARICC

International police organisation (INTERPOL) and the Drug enforcement administration of the USA Ministry of Justice (US DEA) applied for observer status at CARICC. In accordance to Article 5 of CARICC Regulations applications for observer status have to be submitted for consideration and approval of the CARICC Council, which is scheduled on February 26, 2009 in Almaty (Kazakhstan).
The same applications were received from France, Finland and Italy which proved their intentions to strengthen cooperation with CARICC in combating transnational drug crime. 

The 1-st session of the Council of National coordinators

The 1st session of the Council of national coordinators is scheduled for February, 26, 2009 and to be held in Almaty. In accordance to the paragraph 9.1, Article 9 of the CARICC Agreement “the Parties exerts control over the Centre’s activity through Council”. Besides, Council has he right to identify CARICC main activities, to consider and approve candidates for CARICC top management positions, to approve CARICC structure, to identify resources necessary for achievement of CARICC goals, to develop, approve and monitor budget implementation, to consider financial and audit reports on CARICC activity, to consider information and database protection level on the regular basis, to solve disputable issues between CARICC and competent agencies. The paragraph 9.2. of the abovementioned Article stipulates that the Council consists of heads of coordinating competent agencies and CARICC director.

Liaison officer of Azerbaijan

On December 17, 2008 acting minister of Interior of Azebaijan Mr Eyvazov signed an order on secondment of Major Mukharramov to CARICC as a Liaison Officer, representing competent agencies of Azerbaijan.

Italy applied for observer status at CARICC

Central Directorate on combating drugs of Italy, responsible for coordination of competent agencies’ activities in the field of combating drugs, applied for observer status at CARICC. Italy, a donor-state of CARICC project, is a third country (following France and Finland) which has sent application for obtaining observer status. Besides, US DEA also addressed CARICC with the same request. 

Meeting with the Consul General of the Russian Federation

On January 22, CARICC Director B. Sarsekov had a meeting with the Russian Consul General B.B. Meschaninov. UNODC Senior coordinator on CARICC project T.Murshudlu and Consul-councilor N.Mescheryakov participated in the meeting.
Mr Meschaninov informed that Shanghai Cooperation Organisation is going to organize a high-level conference on Afghan drugs and organised crime in the end of March 2009 in Moscow. For this purpose on February 14-15 a meeting of experts is to be held in Moscow or Beijing as a preparation for the Conference. All SCO member countries, international organizations and UN agencies, including CARICC and UNODC and also all concerned parties are invited to take part in the conference. 
CARICC Director expressed his gratitude to the Russian colleagues for the invitation and hoped for efficient results of this event. He highlighted CARICC readiness to support initiatives that can bring practical results in combating illicit drug trafficking and organised crime. Participation in the conference will allow CARICC to cover its activity, main tasks and potential to the full extent.
