CARICC – IS A STANDING INTERGOVERNMENTAL BODY TO COORDINATE EFFORTS IN THE FIGHT AGAINST TRANSNATIONAL DRUG-RELATED CRIME

CARICC recruiting process

Since the beginning of January 2009 CARICC has started to receive applications from candidates for 13 positions at CARICC. International selection committee has been formed to recruit the best candidates, who are supposed to be tested by a polygraph.

France and Finland applied for observer status at CARICC

Embassy of France in the Republic of Kazakhstan applied for observer status at CARICC. According to the Chapter 5 of CARICC Regulations the application has to be considered by the CARICC Council. The same application was received from the head of the National Police of Finland. This demonstrates a great interest of the European countries in cooperation with CARICC member states in combating illicit drug trafficking. France and Finland are CARICC project’s donors that actively assist in the establishment of the Centre.

Strengthening cooperation

On December 22-24, 2008 CARICC Director and UNODC Senior coordinator on CARICC project T.Murshudlu met with the heads of competent agencies of Tajikistan in Dushanbe. As a result, consensus was reached on the necessity of international cooperation in the field of illicit drug trafficking and CARICC’s leading role in conducting joint international operations and investigative activities.

International expert meeting

On December 17-18, 2008 a meeting of the international experts’ group took place in Almaty to discuss and make recommendations on the Agreement on Exchange and Security of Information and Regulations of the CARICC Council. The experts’ group consisted of the representatives from the competent agencies of Azerbaijan, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan. Second experts’ group meeting is planned to be held on February 24-25, 2009 in Almaty.

CARICC Agreement is coming into force

As it was reported before four member states ratified CARICC Agreement (Turkmenistan – in December 2007, Kyrgyzstan and Kazakhstan – October 2008, Tajikistan – November 2008). Thus, minimum number of ratifications has been achieved and as a result the Agreement will formally enter into force on the 30th day after the fourth Ratification Instrument is placed with the Depositary. In this regard, the government of Kazakhstan allocated a separate building for CARICC in the centre of Almaty. CARICC announced vacancies for the positions in the Centre among officers of competent agencies of the member states.
