CARICC – IS A STANDING INTERGOVERNMENTAL BODY TO COORDINATE EFFORTS IN THE FIGHT AGAINST TRANSNATIONAL DRUG-RELATED CRIME

Press conference on CARICC activities

On December 4, 2008 a press conference devoted to CARICC was held in the National Press Club (Almaty) with participation of CARICC Director Lt-General B. Sarsekov and a UNODC Senior Project Coordinator T. Murshudlu. 
Director of CARICC informed mass media on a history of CARICC establishment, main tasks and major results achieved. Answering journalists’ questions he described recruiting procedures for CARICC staff, briefed on results of joint operations carried out by competent authorities within a year and on new drugs’ concealment methods. 
Mr. Murshudlu presented UNODC project on establishment of CARICC and expressed hope for constructive cooperation between competent agencies of Central Asian states and CARICC in combating illegal drug business.

Regional Seminar in Tashkent

On November 20-21, 2008 a regional workshop “Border Cooperation between Central Asian Countries and Afghanistan in Combating Illicit Drug Trafficking” organized by OSCE with a support of the Uzbek Government was conducted in Tashkent (Uzbekistan). Officers of competent agencies of all interested countries and international organizations took part in the seminar. Representatives of the Central Asian and European countries, as well as international organizations presented the reports. CARICC analyst Uygun Gaipov made a presentation on CARICC, its main tasks, cooperation with competent authorities of concerned countries and international organizations. Presentation raised great interest among participants, including representatives of the Ministry of National Security of Afghanistan. Number of recommendations on strengthening cooperation in the field of combating illicit trafficking of drugs, psychotropic substances and their precursors were adopted.

ArcGIS – digital mapping software training

On November 4-8, 2008 training on application of geographic information systems in the work of law enforcement agencies was held in Astana. The training was organized by UNODC for the competent authorities of Kazakhstan. CARICC analyst Captain Azamat Sabyrbekov participated in the training. In the course of the training participants studied basics of processing and analysis of data using ArcGIS software, nailing down skills during practical exercises. 
ArcGIS allows to present statistical data containing geographic aspects in the form of digital maps. The software has wide selection of tools for analysis of geographical information.

On ratification of CARICC Agreement by Tajikistan

Yesterday, on November 12 Lower Chamber of the Tajik Parliament ratified “Agreement between the Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan on establishment of the Central Asian Regional Information and Coordination Centre for combating illicit trafficking of narcotic drugs, psychotropic substances and their precursors”.
Tajikistan became the forth member-country who ratified CARICC Agreement. According to the Article 28.1 of this document, CARICC Agreement comes into force on the 30th day from the day of depositing the fourth Ratification Instrument with the Depositary. Thus, ratification by Tajikistan opens a new stage in CARICC history - transition to a full-fledged phase.Kazakhstan, Kyrgyzstan and Turkmenistan have already ratified the Agreement. 

Results of the first phase of controlled delivery exercise

On November, 5-6 a debriefing on filed exercise on controlled delivery operation coordinated by CARICC was held in Bishkek (Kyrgyzstan). The meeting was organized by CARICC and UNODC within the framework of the project TD/RER/F43. Participants of the meeting are representatives of competent authorities of the CARICC member-states. Liaison officers from Belgium, Italy, France Russia participated in the meeting as observers. 
The purpose of the debriefing was to discuss results of the “controlled delivery” exercise, as well as to develop proposals on enhancing cooperation between competent bodies of CARICC member-states. CARICC delegation consisted of a Deputy Director, analysts and liaison officers of Kazakhstan, Kyrgyzstan and Tajikistan. Reports on field exercise were presented by representatives of competent agencies of the Central Asian countries, CARICC liaison officers, senior analyst and Deputy Director. All presentations revealed CARICC potential in coordination of multilateral international operations. 
The second day of the meeting was devoted to expertise shared by liaison officers of Belgium, Italy, France and Russia on organization and implementation of “controlled delivery”. The participants highlighted significant role of CARICC in organizing, conducting and coordinating the field exercise and effective information exchange between competent agencies through CARICC.
