Training on Statistics

On October 28-30, 2008 officers of competent authorities of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan and of UNODC Regional Office attended a seminar “Statistics on Drugs and Crime” in Tashkent (Uzbekistan). The training was conducted by a UNODC international consultant on statistics Mr. Oguzkhan Akyldyrym from Turkey. CARICC was presented by an analyst Lieutenant Colonel Almagul Atimova.

Training in Germany

On October 7- 24 training on “Counteracting international drug trafficking, trans-border organized crime and international terrorism” was organized by the German Federal Criminal Police Office (BKA) in Germany. Officers of competent bodies from Latin America, Greece, Kyrgyzstan, UAE, Pakistan and Russia participated in the training. CARICC was presented by an analyst Major Kamila Irgebaeva.

Results of TARCET operation

On October 21-23 a debriefing on results of TARCET operation, aimed at interception of precursors smuggling channels to Afghanistan, was conducted in Izmir (Turkey). Debriefing, organized by UNODC Regional Office for Central Asia consisted of representatives from competent authorities of 16 countries, including 5 Central Asian states and European Union, as well as representatives from Europol, SECI, INCB, ISAF, UNODC.  
CARICC was presented by the Senior Project Coordinator (CARICC) Mr. Tofik Murshudlu and CARICC Senior Analyst Mr. Siyar Ramazanov. The latter made a report on results of TARCET operation in Central Asia. 
During the meeting positive role of CARICC in ensuring timely information exchange on precursors’ seizures between competent authorities of member-states was emphasized. As a result of the debriefing key activities on dismantling precursor smuggling channels to Afghanistan were defined and recommendations on conducting similar operations in future were worked out. 

Cooperation with the Central Directorate of Italy

On October 29 a delegation from the Central Directorate for Antidrug Services of Italy headed by the Director of the drug department of the Ministry of Interior of Italy Lt. General Mr. Sebastiano Vilaly visited CARICC. 
Central Directorate for Antidrug Services of Italy is a law enforcement body counteracting drug criminal groups in Italy and abroad; The Directorate comprises officers of State Police, Carabineri and Guardia di Finanza. 
CARICC Director Mr. B. Sarsekov informed guests on CARICC structure, main functions, tasks, activities and achievements. UNODC Senior Project Coordinator (CARICC) Mr. T. Murshudlu told about CARICC efforts on strengthening cooperation with Afghanistan, Iran, Pakistan and mentioned that any country could join CARICC as a member or observer according CARICC Agreement.

On ratification of CARICC Agreement by Kazakhstan

Today Senate of Kazakhstan (Upper Chamber of the Parliament) endorsed a law “On ratification of CARICC Agreement”. Thus Kazakhstan became the third state after Turkmenistan and Kyrgyzstan that ratified this document. According to the Agreement, it will enter into force on the 30th day after the fourth ratification instrument is placed in the Depositary.

CARICC - Central Asian Regional Information and Coordination Centre for combating the illicit trafficking of narcotic drugs, psychotropic substances and their precursors, established within the Memorandum of Understanding on sub-regional drug control cooperation dated May 4 1996 (Tashkent, Uzbekistan) between the Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan and UN Office on Drugs and Crime (UNODC). 


CARICC is established under the UNODC project TD/RER/H22
