CARICC – IS A STANDING INTERGOVERNMENTAL BODY TO COORDINATE EFFORTS IN THE FIGHT AGAINST TRANSNATIONAL DRUG-RELATED CRIME

Meeting with Secretary-General of SCO

On August 22, 2008 an unofficial meeting between CARICC Director Beksultan Sarsekov and SCO Secretary-General Bolat Nurgaliyev took place in Beijing (China).
The Shanghai Cooperation Organisation (SCO) is a permanent intergovernmental international organization, established creation of which was proclaimed on 15 June 2001 in Shanghai (China) by the Republic of Kazakhstan, the People’s Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan. The main goals of the SCO are strengthening mutual confidence and good-neighbourly relations among the member countries; promoting their effective cooperation in politics, trade and economy, science and technology, culture as well as education, energy, transportation, tourism, environmental protection and other fields; making joint efforts to maintain and ensure peace, security and stability in the region.

Visit of the staffers of the US Senate

On August 19, 2008 CARICC Deputy Director M. Madybayev and UNODC National project officer (CARICC) A. Bergeneva met with Professional Staff Member of the Committee on Foreign Relations of the United States Senate Mr. Bruder, staffer to Senator DeMint, Mr. Socha and the Second Secretary of the Political section of the US Embassy in Kazakhstan, Ms. Radivilova. 
At the meeting the parties discussed issues of regional cooperation on combating illicit drug trafficking.
The representatives of the Senate and the US Embassy expressed keen interest in CARICC’s role in coordination of multilateral international operations and organization of information exchange. Special attention was given to the perspective of cooperation between CARICC and Afghanistan, and other non-member countries. In the end of the meeting the guests expressed their support to CARICC activities and wished success. 

«Northern» Route – Growing Risks

CARICC issued a drug risks assessment review on challenges to the Central Asian states, caused by Afghan drug trafficking. 
The main goal of the strategic analysis is to create a database of information that can be applied on decision-making level in organization of work and allocation of resources of the state authorities, involved in combating illicit drug trafficking.
The review included information from the competent authorities of CARICC member-states, UNODC Regional Office in Central Asia and other international organizations.  
The material was published in a form a brochure and in electronic format and sent to the competent authorities of CARICC member-states, UNODC and other international organizations.

Meeting with representatives of UNODC office in Dushanbe

On July 17 CARICC Director Mr. Sarsekov met with the head of UNODC office in Dushanbe, international coordinator of F23 project “Drug Law Enforcement Systems For Intelligence, Information and Data Collection, Analysis and Exchange” Mr. Brunnerrud and project manager Mr. Rakhimov in CARICC temporary premises.
In the course of the meeting representatives from the UNODC office in Dushanbe had an opportunity to get acquainted with CARICC work, personnel and liaison officers.

On signing and ratification status of the CARICC Agreement

The draft law on ratification of the CARICC Agreement was submitted to Majilis of Kazakhstan’s Parliament by the Government decree #662 dated July, 1st/2008.
Before on June, 27/2008 Deputy Minister of Foreign Affairs 
Mr. Danenov N. met with ambassadors of Azerbaijan, Kyrgyzstan, Russia, Tajikistan and Turkmenistan on ratification issue of the CARICC Agreement. Within the framework of the mentioned meeting the ambassadors of Azerbaijan, Kyrgyzstan and Tajikistan received officially certified copies of the Agreement needed for ratification.
In its turn MFA of Tajikistan informed that the government launched ratification process of the CARICC Agreement. The Ministry expects it to be ratified in near future (MFA Tajikistan note #17-3(8055) dated 24.06.08).
In accordance with MFA note of Uzbekistan to the UNODC Regional Office for Central Asia #11/17151 dated July, 2nd/2008. the Republic of Uzbekistan also launched pre-ratification process on the CARICC Agreement.
In Kyrgyzstan the CARICC Agreement has already been endorsed in two committees of Kyrgyz Zhogorgu Kenesh (Parliament) and submitted to plenary session for ratification, which will take place in autumn session.
Thus, following Turkmenistan which ratified CARICC Agreement in December 2007, other member states are proceeding in the same direction.
The chairman of Russian Federation’s government Putin V.V. mentioned the necessity of joining of Russian Federation the CARICC Agreement in his address on July 7th/2008 on Government presidium session. 
Besides, plenipotentiary representative (liaison officer) of competent authorities of Kazakhstan was seconded to CARICC. The same decision was taken by Uzbek government.

CARICC - Central Asian Regional Information and Coordination Centre for combating the illicit trafficking of narcotic drugs, psychotropic substances and their precursors, established within the Memorandum of Understanding on sub-regional drug control cooperation dated May 4 1996 (Tashkent, Uzbekistan) between the Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan and UN Office on Drugs and Crime (UNODC).
