Concerning a working meeting on precursors in Islamabad

Working Group on Precursors (RIWGP) was held  in Islamabad (Islamic Republic of Pakistan) to review the issues of  combating the smuggling of acetic anhydride.  The event was initiated and organized by the Regional Programme for Afghanistan and neighboring countries of the UN Office on Drugs and Crime (UNODC), in conjunction with the Counter-Narcotics Police of the Islamic Republic of Pakistan.

Operational meeting of RIWGP was held in a closed format with the participation of representatives of the competent authorities of the Islamic Republic of Afghanistan, the Islamic Republic of Pakistan, the People’s Republic of China, as well as UNODC and CARICC.  The staff of the competent authorities of the United Arab Emirates (UAE) and the Islamic Republic of Iran could not come to this meeting.
The participants reviewed the results of the intelligence analysis and preliminary checks of certain seizures cases since the beginning of 2013 in Afghanistan of large quantities of acetic anhydride, and agreed to follow up on their joint investigation.  These smuggled consignments of precursors were carried out from the UAE through Iran and onwards to Afghanistan.
Representatives of CARICC made  presentations on cases under consideration.  Employees of Counter-Narcotics Police of Afghanistan provided materials of preliminary investigation on the new seizure of large consignments of acetic anhydride in 2014, the delivery of which was also carried out from the UAE via Iran.  Further, representatives of the competent authorities of China and Pakistan delivered presentations of materials relating to the investigation of large seizures of precursors.
In order to determine further actions on the joint investigation in coordination by CARICC participants discussed and worked out measures aimed at uncovering  and stemming  of smuggling channels of precursors into Afghanistan.  In this case, participants agreed with CARICC’s proposals to implement further joint investigations to identify the source and channel of diversion of precursors into the illicit trafficking.
At the end of the primary meeting of  RIWGP, CARICC’s staff organized a meeting in a narrow format with representatives from China and Afghanistan, where they discussed the issues of further cooperation, exchange of information and joint investigations on seizures of acetic anhydride with the involvement of representatives of the competent authorities of the United Arab Emirates and any other concerned parties.
In conclusion, the participants stressed the need for regular operational meetings within RIWGP to counter smuggling of precursors into Afghanistan and reaffirmed their interest in further joint verifications and investigations on these and other cases  of precursor seizures in the region.
