A regional meeting as part of Global Shield Programme

On September 02-04, 2014,  a Regional Coordination Meeting of the Global Shield  Program with the participation of customs and police authorities of Central and South Asia  countries was held in the premises of the Regional Training Center of the World Customs Organization (WCO) in Astana, the Republic of Kazakhstan.

The WCO Programme provides for the implementation of integrated multilateral operations aimed at monitoring and stemming of diversion of chemical precursors of dual-use into illicit trafficking, which may be used in the manufacture of improvised explosive devices (IEDs). The operation involves the customs and any  other competent authorities of more than 70 countries.  According to the U.S. experts, about 80% of all terrorist attacks in the world are made with the use of IEDs.
CARICC acts as a Regional communication hub in the Global Shield Operation.   Beginning in 2010, CARICC had sent information on 14 cases of precursor chemicals seizures to the Operation Analytical Center.  CARICC staff on conjunction with the liaison officers with CARICC member-states conducted profiling of large shipments of dual-use precursors to / from Central Asian countries.
Coordinator of the Global Shield Programme,  Mr. J.Wickett, informed the participants to a meeting of the progress  of the operation.  The Global Shield Programme, as he concluded, will last until the end of 2015. Continued funding of the Programme will depend on the results in 2014.  He expressed his gratitude to all the competent authorities and international organizations involved in this initiative, and highlighted the role of CARICC.
During the meeting, participants delivered their reports on work in progress in the fight against the smuggling of dual-use precursors, prevention and investigation of  acts of terrorism and counteraction of illicit drug trafficking.
Participants also conducted practical exercises in profiling of suspicious shipments of precursors on the basis of studying shipping documents.
It should be noted that the active participants to the Programme are INTERPOL and UNODC.  Thus, INTERPOL presented at this seminar a Programme “«CHASE”  -  The Chemical Anti-Smuggled Enforcement, which aims to increase an inter-agency cooperation level between the competent authorities at the national and regional levels through incremental practical trainings.
