CARICC – IS A STANDING INTERGOVERNMENTAL BODY TO COORDINATE EFFORTS IN THE FIGHT AGAINST TRANSNATIONAL DRUG-RELATED CRIME

Towards the strengthening of cross-border cooperation

On November 11-12, 2014, CARICC hosted the Annual Working Group Meeting of the Steering Committees of Kyrgyzstan, Tajikistan, and Uzbekistan, which were established under the UNODC Regional Project XACK22 - “Countering the trafficking of Afghan opiates via the northern route by enhancing the capacity of key border crossings points (BCPs) and through the establishment of Border Liaison Offices (BLOs)”. 

The primary objective of the establishment of BLOs involves the exchange of information in real time in the fight against drug trafficking, illegal migration and any other forms of organized crime by coupled BLOs of  neighboring countries with analytical units of the competent authorities of their countries and implementing  appropriate actions thereon. 

After the welcoming speech of Ms. Ashita Mittal, the UNODC Regional Representative for  Central Asia,  Mr. Yusuf Kurbonov,  XACK22 Project Coordinator,  briefed the participants of a  meeting on the main objectives of the Project,  progress and plans for the upcoming year.  Relevant provisions on BLOs have been endorsed  by  the governments of Tajikistan and Uzbekistan.  It is expected that next year Kyrgyzstan will also sign this document. 

In turn, the head of the delegation of Kyrgyzstan, Tajikistan and Uzbekistan reported on the progress of the Project in their countries.  Thus,  to date within the framework of the Project,  2 BLOs are opened in Tajikistan, the requisite equipment for BLOs to all participating states to the Project is being transferred,  procurement of motor vehicles, office equipment and X-ray machines is being made. 

The Project also provides for the expansion and  in the nearest future  Turkmenistan may become its full member.  A role of CARICC in this Project is to promote the organization and coordination of international operations to be implemented  with the involvement of BLOs, and ensuring BLOs an access to the secure communication channel. 

Following the meeting, certain recommendations were made, taking into account the proposals of the Project’s beneficiaries.
