CARICC – IS A STANDING INTERGOVERNMENTAL BODY TO COORDINATE EFFORTS IN THE FIGHT AGAINST TRANSNATIONAL DRUG-RELATED CRIME

Regional Workshop on: “Market Trends of New Psychoactive Substances and their Impact on the Crime Situation, Population Health, as well as their Links Organized Crime”

On February 24-25, 2016, CARICC hosted a Regional Workshop on: “Market Trends of New Psychoactive Substances and their Impact on the Crime Situation, Population Health, as well as their Links to Organized Crime”, organized by the UN Office on Drugs and Crime (UNODC) with the assistance of the Japanese Government.

 

The event was attended by officers of the competent authorities and experts in the field of drug prevention of the Ministries of Public Health of CARICC member states, as well as representatives of the international and regional organizations, such as APICC, SELEC, INCB, INTERPOL, OSCE, and UNODC.

 As part of the opening ceremony of a regional workshop, Mr. Masayoshi Kamohara, Ambassador Extraordinary and Plenipotentiary of Japan to Kazakhstan, Ms. Ashita Mittal, Regional Representative of UNODC in Central Asia, and Mr. Beyshenbay Zhunusov, CARICC Director, addressed with welcoming remarks. In their speech they noted the seriousness of the threat of activization of illicit trafficking of new psychoactive substances (NPS) both in a regional and a global scale. In this regard, the speakers highlighted the need to establish effective and broader cooperation of the competent authorities in the region in the field of countering new threats represented by psychoactive substances.

Thus, during a regional workshop, the participants discussed the current situation with regard to illicit trafficking of NPS in region as a whole, as well as possible ways to address this issue, both at the national and regional level.

At the end of the event, participants have drafted a number of recommendations aimed at enhancing combating trafficking of NPS, in particular by enhancing regional cooperation among law enforcement agencies and forensic bodies as part of the information exchange of best practices to tackle illicit trafficking of NPS.

In addition, participants recommended to consider the possibility of organizing and conducting joint operations to dismantle organized crime groups that carry out their illegal activities in the field of illicit trafficking of NPS, with the involvement of regional platforms and networks.
