Regional Working Group Meeting on Precursors (RWGP)

On July 19-20, 2016, the ninth meeting of the Regional Working Group on Precursors (RWGP) was held in Tashkent, which was organized as part of the UNODC Regional Programme for Afghanistan and Neighboring Countries in Tashkent (Uzbekistan). The meeting was attended by representatives of the Islamic Republic of Afghanistan, Republic of Kazakhstan, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Republic of Tajikistan, Republic of Uzbekistan, the UN Office on Drugs and Crime, the International Narcotics Control Board, and CARICC.


The purpose of this meeting was to analyze trends in precursors trafficking and to develop responses to intercept their illicit entry into the Regional Programme member-states. Participants to the meeting developed a draft plan for the second phase of the international operation ‘Substitute’, whose main objective is to detect and intercept smuggled consignments of acetic anhydride, and to identify non-controlled substances for the illicit manufacture of heroin.
