CARICC – IS A STANDING INTERGOVERNMENTAL BODY TO COORDINATE EFFORTS IN THE FIGHT AGAINST TRANSNATIONAL DRUG-RELATED CRIME

CONCERNING SUBSTITUTE OPERATION

On the 7th of November 2016, a briefing meeting of the Regional Working Group on Precursors (RWGP) was held in CARICC. This hosted briefing meeting was focused on preparation of Substitute Operation, organized within the framework of the UNODC Regional Programme for Afghanistan and Neighboring Countries.
The event was attended by representatives of the Islamic Republic of Afghanistan, the Islamic Republic of Iran, the Islamic Republic of Pakistan, the Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, Republic of Uzbekistan, the Russian Federation, as well as the UNODC, CARICC and Joint Planning Cell (JPC) of Trilateral Initiative of Afghanistan, Iran, and Pakistan ).
Substitute Operation is aimed at the identification and interception of smuggled consignments of acetic anhydride, as well as certain non-controlled chemical substances, which can be used for the illicit manufacture of heroin or used to conceal the smuggled delivery of acetic anhydride.
